No. In France, games of chance and gambling are prohibited by default (art. L.320-1 of the Internal Security Code), except for derogations expressly provided by law. The “traditional loto” derogation (art. L.322-4 CSI, referring to art. L.320-6) authorizes lotos, rifles, quines and game-bird raffles only if all of these conditions are met: • organized by a non-gambling operator (an association, etc.) • within a restricted circle • for a social, cultural, sporting, educational or humanitarian cause • stakes under €20 • prizes never in cash (non-refundable gift vouchers remain possible) The “restricted circle” is the key point: case law interprets it as a community tied to the organizer and its social purpose. The Orléans Court of Appeal (5 February 2013, upheld by Cass. crim., 25 June 2014, no. 13-81.394) held that this notion is incompatible with an online operation open to the general public. The Ministry of the Interior recently confirmed this (written question no. 2417, answer published in the Official Journal on 20 January 2026): when the legislature wants to authorize online gambling, it says so expressly (horse-race betting, sports betting, circle games — art. L.320-6, 6°). That is not the case for traditional lotos. The Ministry’s conclusion: “the online operation of traditional lotteries defined in article L.322-4 of the CSI is not compliant with the law.” In practice, a loto may use a digital layer (paperless cards, online draw tracking, etc.) if it remains tied to a real-world event with a restricted circle of participants connected to the organizer. A loto that is exclusively online and open to anyone falls outside the derogation and back under the general ban on lotteries. LotoAsso’s role in this framework: LotoAsso does not organize any loto and is not a gambling operator. The platform only provides digital support to organizing associations (paperless cards, draw tracking, hosting tools), as a complement to a loto that must remain mainly organized in a physical venue, within the restricted circle required by law. Card payments are handled through Stripe Connect, a secure, widely trusted payment solution.
